California Governor has signed landmark legislation making the state the first in the nation to guarantee free universal preschool for all 3-year-old children. The program, budgeted at $2.8 billion annually, will phase in over three years starting in September 2026.

The expansion builds on California's existing transitional kindergarten program for 4-year-olds. Research consistently shows that early childhood education improves long-term academic outcomes, reduces achievement gaps, and generates significant economic returns on investment.

The program will be administered through a combination of public schools, community-based providers, and licensed family childcare homes. Providers must meet quality standards including maximum class sizes of 15 children and minimum teacher qualifications.

Funding comes from a combination of state general funds, federal childcare grants, and a new tax on corporate profits exceeding $5 million. Business groups have opposed the tax component but support the program's goals.

Other states are watching California's implementation closely. New York, Illinois, and Washington have introduced similar universal preschool proposals for the 2027 legislative session.
