The House of Representatives has passed legislation requiring political campaigns and outside groups to disclose the use of artificial intelligence in creating or modifying campaign communications. The bill, which passed with a vote of 287-143, applies to television ads, digital content, robocalls, and text messages that use AI-generated or AI-altered audio, images, or video.

Under the bill, any campaign communication that uses generative AI must include a clear and conspicuous disclaimer identifying the content as AI-generated or AI-modified. Violations would carry fines of up to $100,000 per incident, with enhanced penalties for content that misrepresents a candidate's statements or actions.

The legislation now moves to the Senate, where a companion bill has been introduced with bipartisan support. Proponents argue the measure is essential to maintaining voter trust in an era of increasingly realistic AI-generated content, while opponents contend that the disclosure requirements are vaguely defined and could chill legitimate political speech.
